Would it be that the economy is in the process of turning? There is more money to spend at the time, but people are still angry with government and blind to the benefits.
I think that it is a leading indicator of an economy that is turning the corner. I think this because it is a new pitchfork and people are able to afford and buy new things and this is the indicator that the economy is improving.

Not only are the people in strip able to buy new things, but they seem to have no compunction about throwing them away.
